1. Yes and No

What I have learned is that we live in a modern world created by trade, going back to even before the discovery of the "New World." There has always been a certain amount of control from those with a bigger stick, and -conversely- subjugation from those that cannot defend themselves. It happened in the Middle and East v. Europe trade routes back when the Crusades were the rage, and it happened from the 16th - late 19th century, when Europe gained a very strong advantage over other nations a.k.a colonies.

With that being said, the assimilation of external wealth (minerals, precious metals, control of trade routes) has given large states the ability to remain well-established, thus controlling the flow of goods and technology.

2. We all live in a society.

Even the uber rich, trust fund babies and CEOs. The people who control IOs are influenced by the society they live in. That society may be an insular, handful of other very wealthy people, but it is a society.

The people who control an IO influence the people who control the state and the state influences the IO. You can't get away from it.
