MADISON (WKOW) -- Capitol Police arrested 13 people on Thursday for not leaving the Capitol when it closed at 6 p.m.

Capitol Police Chief Charles Tubbs says at about 5:45 p.m. people rallying outside asked if they could walk through the building as part of their protest against Gov. Scott Walker.



They assured him, they would be out by the time the building closed.

Most people left, but a group of 13 sat down in the middle of the Capitol and refused to leave.
