Wouldn't be surprised if it dates back to the American West.

Much earlier in the movie, Connery lectures Costner about how tough he has to be for the job. "If they bring a knife, you bring a gun. They put one of yours in hospital, you put one of theirs in the morgue. That's the Chicago way." Probably easy to find on YouTube.

Not a great choice for Obama to use a variant of that in a speech. I'm guessing in context, he might have been giving the speech in Chicago? Or flaunting his Chicago toughness or something?

The movie might have been disrespectful, but I meant none by quoting Connery's line here.
