Here's why they want to do it..
When they charge, even a nominal fee to get in, they can control the audience..They are less likely to have an unruly questioner, if he/she is not an anonymous constituent who just showed up.. They have names/addresses/etc.
After the 2009 Freak show Tea Party Roll out, republicans fear that dems might emulate their actions and start showing up to disrupt THEIR little shindigs, so the pay-to-view is probably a way for them to further control the message and who views it..

Check your phones, cameras, etc..
I have heard of events that are "closed to the press", and if there's no way to record anything, they are pretty much free to say whatever they want, and have no accountability for any of it.
People are starting to catch on to the dog-whistle stuff and media is actually reporting on it sometimes, so excluding the unfriendlies is next.
