I just checked the etiology, and apparently it comes from 'pillicock' - an old Scandinavian word for penis. So basically it's a slightly subtler way of calling someone a prick.

Another similarity is that both got power without anything like a 'mandate' from the people. Guess what proportion of the British voters DIDN'T vote for Cameron? - answer: 64%! Our leaders don't need to steal elections; the electoral system here steals it for them.

OTOH, Cameron is less of a 'decider', is less stupid (though he is quite stupid!), and is not as right-wing on social issues - though his views on economic issues are scarily right-wing.
