The reason why Abstinence Education is successful is in two ways.

First, people and students are ignorant of the true message of Abstinence Education: "Sex is for procreation only, and sex for anything else is sinful" If you want to have sex, it should be the purposes of having children. If they told them the true objective of abstinence education, they would not have a reason to continue it.

Second, it creates more problems for politicians to maintain and not to completely solve them. Instead of less teen pregnancies, there's more teen pregnancies. Instead of less STD's from sexual intercourse, there's more STD's from oral and anal intercourse. If politicians actually solve the problem by the root causes, they would be out of a job.

AE has been an abject failure. I have not seen a study that shows success in any respect--maybe success in making people dumber than they would have been if they had been actually educated about reproduction and safe sex.
