4. Hearings are optional
If hearings are held, they must be announced to the public (date, place, subject matter). Whether that means they are open to the public is another question. Anyone testifying at these hearings, should there be any, must file a statement with the committee two days before the hearing.

6. Whatever the dictatorship thinks is in their best interest.
They are probably waiting on orders from the Chamber of Commerce and Goldman Sachs before determining that.
