This is Boehner's Bill

From what I have seen on the news this morning the debt ceiling agreement is John Boehner's bill. John Boehner wanted the debt ceiling to be raised in two phases. This bill has the debt ceiling being raised in two phases. Boehner wanted to form a committee that would look for additional cuts for the second phase. There will be a committee formed to look for additional cuts in the second phase. It seems like the only difference is the fact that there are now triggers in the event more cuts are not made in the second phase. I do not see how this bill is largely different from Boehner's bill.
