ABC has now revised its story to say a vote on the Balanced Budget Amendment is part of the deal
http://blogs.abcnews.com/thenote/2011/07/white-house-republicans-strike-tenative-deal-to-raise-debt-ceiling-.html

] * Debt ceiling increase of up to $2.8 trillion
* Spending cuts of roughly $1 trillion
* Special committee to recommend cuts of $1.8 trillion (or whatever it takes to add up to the total of the debt ceiling increase)
* Vote on the Balanced Budget Amendment
* Committee must make recommendations before Thanksgiving recess
* If Congress does not approve those cuts by late December, automatic across-the-board cuts go into effect, including cuts to Defense and Medicare.

That wasn't part of the initial story.

Sounds as if the Republicans are getting basically everything they want.

This was not a "deal" -- this was extortion, with the extortionists winning.

2. A vote on the BBA is meaningless.... they can have their vote... it won't pass

Promise them all the votes they want this session... Democratic Senate will kill them all.

BBA requires a 2/3 vote. Never happen.

24. It is all about Elections
In regard to the Balanced Budget issue.....

Alot of Dems in the Senate are on record of saying the "budget should be balanced". The GOP knows a Balanced Budget Amendment won't become law. It doesn't have to. They just want Dems to vote on it so it can be on the record and so that the Tea Party can use it against them during the Election

52. Now you're scared about what Republicans will say in elections?

They already have every Democratic House member and Senator on record voting against BBA in the form of the Cut Cap and Balance or the Boehner plan. I thought we were supposed to be bold, and not worried about what they might say, anyway. You can't scream for leadership one minute then tremble at the thought of some Tea Bagger tagging you as anti-balanced budget the next. At least be consistent.

If it did get ratified it would take at least 10 years. The budget might need to be balanced by then anyway. Any undesirable cuts can be undone later on.

37. I think that was a bargaining win...
the GOP had to negotiate for it...and it's worthless. That's the key to any good negotiation, make them give you something for nothing. It takes just 13 states to kill a BBA and it won't pass more than 30, maybe 33.

Edited on Sat Jul-30-11 10:50 PM by Chan790
It could be an agreement to reinstate slavery, it has no chance of being state-ratified so its content is utterly meaningless except on an emotive/psychological level. How disgusted we are by its' content and how pleased the Tea Party is by its' content are both completely moot to actual politics.

And...they had to deal-make to get it. Fighting it so hard made them horse-trade something else away to get it, it probably got us the length of deal we sought.

Edit: To be clear, I know exactly what it says and it doesn't matter because it won't pass 37 state legislatures.

57. They wouldn't have gotten it if they didn't give something.
It's pretty obvious what they gave up...this framework towards a deal (because there is no deal yet, just a framework that requires details be filled-in) takes us past the election, something they were unwilling to do, just as the WH and Senate were unwilling to even consider this BBA.

We traded our meaningful "non-negotiable" for their meaningless one.

50. The DIFFERENCE between the House plan on BBA and this is simple
The House plan, an absurdity, made the second stage of debt ceiling increase contingent on BBA passing both houses and going to the states.

A vote on the BBA means nothing, since they know the Senate will defeat it.

So, essentially, we have a major GOP retreat, from "We're not raising the debt ceiling again until BBA passes both houses," to "We'll send BBA to the Senate where we know it will lose."

Needless to say, the very helpful progressives interpret this as a massive defeat for the Democrats, when it is actually a modest Democratic victory. But people who will see ANY result whatsoever as a defeat for the Democrats will always see what they want to see.
