Is a plan that includes Catfood II acceptable?

Apparently the current embodiments of both the Reid and Boehner plans contain provisions for a Catfood II Commission, this time with teeth, although the details, as usual, don't seem to be totally clear.

1. Unacceptable. Problem is, both plans aren't scored by CBO & there isn't time.

At this point, they have to pass a clean bill as they've always done.

Congress delegate that responsibility to a small group that is more than an advisory group?
