My guess is if a Fox News host (e.g., O'Reilly, Hannity) or high-visibility contributor (e.g., Dick Morris) is being accused of illegal or significantly immoral behaviour, that would be the most likely reason, in this case hacking the phone of the accusor.
The second would be anyone Fox might see as a threat (e.g., Media Matters, Michael Moore). I put this second because Fox doesn't feel anyone poses a fatal threat to them, unlike their stars.
The third would be if a Fox News darling (e.g., Rove when in WH, Palin, Ryan last month, now Bachmann) is being accused of wrongful or shameful behaviour. Again, hacking the accusor.
Does Fox have program that proports to get the scoop on stories related to celebraties and high-profile personalities/defendents? Then this might be the 4th most like place.
To identify these possibilites is the first step in asking questions like: Who might have had an inkling of being hacked? Who might actually talk about their hunches? Etc.
If I was DOJ, here's where I'd begin with Fox.
