Republicans voted for the Ryan Budget. The Ryan Budget raises the debt ceiling.
Therefore, Republicans already voted to raise the debt ceiling.
*NUMBER OF TIMES PAUL RYAN’S BUDGET WILL RAISE THE DEBT CEILING: 8 times. (The average debt ceiling increase is 800-billion. Ryan’s budget increases the debt by $6-trillion)
*NUMBER OF TIMES THE “PROGRESSIVE” BUDGET WILL RAISE DEBT CEILING: 0 times. The Progressive Budget actually balances the budget in 3 years, and creates surplus by 2021. It does this while saving Social Security and Medicare.
http://investmentwatchblog.com/guess-who-raised-debt-ceiling-most-often/See it on pages 5 and 6 of Ryan's Plan. It says that in fiscal year 2012, the appropriate debt limit would be $16.2 trillion — nearly two trillion higher than it is now. In 2021, according to Ryan’s proposal, the proper debt limit would be $23.1 trillion — nearly $9 trillion higher than the present.

While Republicans pretend they don't want to raise the debt deiling, Democrats pretend the Republicans really mean it. They do not talk about, in fact vote against, the Progressive Budget. If they're scared of the name "The People's Budget" (Oooo...sounds communist!) they could refer to it as "The We the People's Budget" Meanwhile the lot of them inflict more damage on the economy with the phony battle.
