4. What, lock him up with animals being screened for rabies?
Won't that just start the problem all over again? The poor things may not have rabies, but after a few months alone with him, god knows what they'll be carrying ...

5. There's the story about the ambulance and the cliff.
There was a cliff that people would occasionally fall off of, and many survived for a while. So the town dedicated a special ambulance to sit at the foot of the cliff 24/7, to carry any fall survivors to the hospital. It worked -- the traumas from the falls were generally treatable.

But the costs were high: not just for the hospital treatment but also for the ambulance and its staff 24/7.

Then someone got the bright idea of building a fence at the top to keep people from falling off of the cliff. That was more effective, and cost a lot less.

Public health moral: an ounce of prevention is worth a pound of cure.
