Because I can see the flared rim of the glans which would tend to indicate that it's either clipped or kept retracted.

As someone who was an anti-circ crusader for a good 6 straight years I got very adept at penile observation for this very specific subject*.

*Also not all Jews are cut, there is a new trend going around the reform circles to break with the traditional blood rite and go for a simple naming ceremony instead. Though I doubt that this was the case for Weiner (assuming he's Jewish), since they're still a relative minority.

In addition to that, coverage of the glans by the foreskin is not a universal phenomenon by uncircumcised men. Sometimes it happens, sometimes it doesn't. Everyone is different.

Usually, you would see a large area of skin just behind the coronal ridge indicating the presence of a foreskin. This bulge doesn't seem to be present, and yet a coronal ridge is present, therefore it is not likely that this is an uncircumcised man with his foreskin retracted.

I don't think this story is real, btw - b/c of Breitbart's history. I could be wrong. I've been wrong before when I assumed a story was true b/c it came from a source I thought was reliable - but they got it from another source that wasn't.
