Maybe it's a regional term, but they refer to the saddlebags.
Back when I was younger they called them dressers, so it's a relatively new term.

A bike that has many accessories can be though of as all "dressed out" and those bikes are called "Dressers". Generally you are talking about a Harley when you use those terms, but these days there are many big V-Twins, which is the engine configuration Harley Davidson has used for a century and sort of their unofficial trademark.
