Why is the 'GAY/LESBIAN' training taking so long in the military?

When I served(26 years) and when new training was directed, everyone in the unit was trained by the end of the week if it was deemed important. Supervisors who did not get it done were reprimanded or even replaced. It's now going on 8 months and the training is not complete for the SecDef and the President to certify?

This is not the military I am used too.
Could it be they are dragging it out?

And yes, we even did training on deployments and combat zone. So that's not an excuse either.
