According to the Legislative Fiscal Bureau, Gov. Scott Walker has included 21 such items. In the interest of preserving the concept that the Legislature legislates and the governor administers and executes, the Joint Finance Committee should not allow this power grab at Assembly and Senate expense. And in rejecting these items, the committee also will acknowledge that the opportunity for more extensive public examination and comment should not be given short shrift.
Some of the 21 items have already achieved some measure of exposure. Among them:
• Repealing a previously legislated requirement that private insurance plans that cover prescription drugs also cover prescription birth control. In tandem with Walker's changes to the state's family planning program for low-income women, this betrays an animus for birth control that is at odds with his well-known objection to abortion. Simply put, birth control prevents unwanted pregnancies.
• On education, the governor's budget would delete a requirement for reading specialists, redefine "school nurse" and lift the ability of school boards to impose residency requirements on teachers.
