Why weren't the big tobacco companies allowed to bail out the big investment banks?
I suspect that, behind the scenes, the anti-smoking brigade was at work. They know that people spend more on cigarettes than on donations to political parties. They want to marginalize the organizations that work so hard to provide quality tobacco products for people who vote with their wallets for those quality products. I suspect that the anti-smoking conspirators are jealous of the money-where-your-mouth-is popular support for tobacco that dwarfs the combined popular support for all legally registered political parties.

You really should study up on the economic history of hyphenated Southern towns before you post.
