Track and tax for the miles you drive?!

Evidently there is some grumbling up on the hill about needing to increase our gas taxes (like paying $4.15 a gallon isn't enough), but since an increase at the pump might cause some to loose seats in Congress, they've devised another plan: place GPS units within cars that will track your mileage (not to mention where all you go, how often, and when), then add a tax for the miles you drive when you fill up. From what I gather from the article, it's still in it's infancy, but the fact someone is actually suggesting this astounded me. First drones to patrol U.S. cities, possibly carrying nuclear weapons, then we're going to track everyone who is mobile? What exactly is going on up on the Hill?
