The Patriot Act was drafted, 'debated' and passed in the short space of 6 weeks after the horrendous events of Sept 11.Beyond marveling at the alacrity of congressional action, this seems hardly the time for clear heads to prevail. But that 'act' has forever changed the complexion of the U.S.'s perception of its international (and inTRAnational) obligations and rights.
It is a remarkable bit of social engineering, IMO, and 10 years has proven it to be a great success.
If tin foil hats were my style, I'd wonder where the bones of that document were, and how long they'd been sitting in some dusty closet, waiting to be fleshed out and put on display.
But the die is cast. I believe that historians will look back and see The USA Patriot Act as the defining document of the 21st century...perhaps the new Declaration of Independence.
