"Forbidden" message when trying to post

I'm getting this error message when I try to post a message:

Forbidden
You don't have permission to access /discuss/duboard.php on this server.

Apache/1.3.31 Server at www.democraticunderground.com Port 80

It happens when after I type a new message and click on "Preview" or "Post".
I wasn't able to post new messages or replies,
then I was able to post two replies,
but that stopped working again.
It happens in Opera and Firefox.
