1. Reports are that he said he would vote "aye" if he's needed as the 60th.
So let's not saddle him with the "Breaux Factor" just yet.

10. I hope you're right, but it's hard to imagine it'll pass by itself
when they wouldn't pass it in the Defense bill. The Senate is such a black hole.
