I've never been one of the "Obama is playing chess" people (I don't think he is playing anything), but this might actually be one of those times where he did manage to move all the power pieces off the board.

5. Didn't a few of the Dem holdouts like Webb say they'd vote for it after the study was done too?

And Murkowski said she wouldn't filibuster it. I figure Snowe, Collins and maybe Brown will come on over for it.

7. The hurdles are

all in the GOP Senate starting with McCain who is a bitter old man who resents losing to Obama. It's doesn't matter what the military or the Pentagon says. If it gives Obama a victory he will oppose it.
