2. The Senate will be passing the bill this week. Cloture passed 61-38 today.

The bill provides aid to the states for Medicaid and to avoid teacher layoffs--and is entirely paid for. TPM chose to call it a ''jobs bill.'

House May Return From Recess For Key Jobs Vote

With the help of a handful of Republicans, Senate Democrats this morning broke a filibuster on legislation that will provide needed aid to states, preserving jobs for teachers, and boosting federal contributions to Medicaid. But with passage now imminent, Democrats have a problem: the House just adjourned for a five week recess, and until they too pass the legislation, the aid to states is only hypothetical.

This afternoon, though, a House leadership aide confirmed to TPMDC that party leaders may call members back from their districts to pass the bill and allow President Obama to sign it into law.

Most Republicans oppose the legislation, characterizing it as a bailout for unionized teachers. But Senate Majority Leader Harry Reid secured the votes of Sens. Susan Collins (R-ME) and Olympia Snowe (R-ME) by making sure the package does not add to the federal deficit.

We'll follow up when we know more.

It's official. House Speaker Nancy Pelosi broke the news on Twitter this afternoon, announcing officially what's been rumored for hours: The House will return from recess briefly next week to pass state aid legislation.

"I will be calling the House back into session early next week to save teachers' jobs and help seniors & children," Pelosi Tweeted.

The legislation, expected to soon pass the Senate, will prevent teacher layoffs across the country, and help states cover their Medicaid costs.

HOUSE TO INTERRUPT THEIR BREAK TO PASS STATE AID.... As encouraging as it was to see the Senate overcome a Republican filibuster this morning on FMAP and EduJobs, there's been a nagging problem: the House is already in recess.

Today, House Speaker Nancy Pelosi (D) announced she's calling everyone back. In a Twitter message, Pelosi said:

I will be calling the House back into session early next week to save teachers' jobs and help seniors & children


Great move. At issue is a state aid package, including $10 billion to save school teachers' jobs, and $16.1 billion in state Medicaid funding. There's been a very real possibility that, by the time the House passed the Senate measure, thousands of teachers will have already been laid off. It's precisely why the Speaker is doing the right thing by announcing an emergency session.

Though some members are traveling abroad and may not be on hand for next week's vote, House passage is considered a near-certainty.

I'll also look forward to some heartening drama -- Democrats rushing back to D.C. for an emergency session, to save the jobs of thousands of school teachers? Shortly before an election? Aaron Sorkin couldn't write it any better.

I expect that if it was Reid and the Senate was on break he would not have done so, however.

12. I think this was planned by the leaders.
They get a lot more attention for their bill this way.

The problem is half the county doesn't follow what the Dems are doing.

13. On dailykos they are saying it will cut food stamps though
and that is a bummer!!!! Food stamps already don't even come close to feeding people. The bill says it will cut food stamps in the future...I bet they are hoping to change it.
