That's a tiny amount of complete dissatisfaction.

The pollsters don't give you any sort of breakdown on what constituted that "neither" group.

Some may have meant, "I don't like either set of policies but I don't know what would be better."

Some may have meant, "I know what I'd like to see but I'm not going to get it from either party."

And some might be deluded enough to believe that the current Party of No is actually offering something new and different and non-Bushite. Those are the ones who need to have the cobwebs shaken out of their heads.
