So who voted for reconciliation but not for the Senate bill?
There was one member - reconciliation bill got 220 votes; 219 for the Senate bill.

Who flipped?

1. It was Dan Lipinski (D-IL 3rd District)

He voted NAY on the Senate bill (2nd vote of the day), but voted YEA on the Reconciliation (3rd vote of the day).

He voted NAY because he wanted stronger anti-abortion language in the Senate bill, even after the Stupak Executive Order agreement.

2. Actually Lipinski and Lynch both voted for reconciliation after voting no on the Senate bill.
Cooper voted for the Senate bill but against the reconciliation bill. :shrug:

3. Why on earth would Cooper vote against the reconciliation bill?
I mean, the reconciliation bill is, to quote Jon Chait, "all candy."

I checked to see if he had voted against SAFRA (the student loan reform) before, but no, he voted for that. So that can't be why.
