Representative James Clyburn stated there is no such procedure called "Deem and Pass"
I believe he also stated that a vote is still a vote whether in one package or two separate votes. Not his words but the idea.

As Ronald Reagan would probably say... "There you go again. Telling lies. When will Republicans grow up?" Of course, Reagan would never say anything nasty about Republicans.


I checked and couldn't find "Deem and Pass" in the House Rules.

1. He's right, there's no rule called "deem and pass."

It's officially called the self-executing rule.

Self-Executing Rule:
If specified, the House's adoption of a special rule may also have the effect of amending or passing the underlying measure. Also called a "hereby" rule.

I can't remember who said it.

I think they are talking about the technical naming of this procedure, which is called the Self-executing rule I just don't think "Deem and Pass" is the name of it.

4. It's a rule of the House. The Republicans have used it in the past. They have no legitimate beef.
