Esteban Lazo, Vice-president of the Cuban Council of State, demanded on Thursday a fair and rational international order for humanity, while addressing participants in the 1rst World Conference of the Peoples on Climate Change, held in Cochabamba, Bolivia.

Lazo, who spoke during the closing session of the meeting, urged delegates not to allow developed nations to hold international negotiations on this issue hostage of their policies of consumerism, the Prensa Latina news agency reports.

After conveying to participants greetings from Cuban Revolution leader Fidel Castro and President Raul Castro, Lazo, who is also a Politburo member of the Communist Party, called to promote a process of citizen participation, consultation with society and open dialogue, which allow for urgent actions to prevent Mother Earth from greater damage and suffering.

He considered the initiative of host President Evo Morales of convening this World Conference of the Peoples to be very positive and also a decisive contribution to the defense of Nature, something in which he affirmed- “we can’t give in”.

The Cuban leader also called to demand, in view of the upcoming summit meeting of the United Nations on this issue scheduled for December in Mexico, the analysis of the real causes “and not only the consequences”- of the negative impacts on the environment.

We should commit the governments of the world so future negotiations contribute to move on towards a really sustainable economic model, he underlined.

Likewise, he referred to the need of demanding of the United States, the world’s greatest polluter, the ratification of the Kyoto Protocol (which establishes goals to for the reduction of gasses of greenhouse effect) and commits itself to a second phase of more ambitious commitments.

He called to demand of the industrialized world, main responsible for climate change, the contribution of new resources and the payment of the ecological debt.

Also, he said that developed countries should respect the principle of the common but diverse responsibilities, and the right of the peoples to development and to a fair environment.

The speaker criticized the conclusions reached at the 15th United Nations Climate Change Conference held in December in Copenhagen, where -he affirmed- the demands of science and the fair and necessary demands of humanity were ignored.

Lazo arrived on Wednesday to Cochabamba, heading a delegation also made up by Fernando Gonzalez, Deputy Minister for Science, Technology and the Environment; Abelardo Moreno, Deputy Foreign Minister; and Rafael Dausa, Cuba’s ambassador to Bolivia.

1. It's good to see Esteban Lazo attended this conference, speaking for Cuba.
They have a great history already established in conservation, can be a big help as the Latin American countries organize their programs.
