After Violence, Critics Say Peru's Alan Garcia Unfit To Lead

Peru's left-wing Nationalist Party presented a motion in Congress on Wednesday to have President Alan Garcia declared "morally unfit" to lead, but the move to force him to leave his post was likely to fail.

The motion, which is permitted under the constitution, would need to clear a procedural hurdle and would likely fall well short of the two-thirds majority needed to pass.

The term of Garcia, a pro-business centrist, has been marked by deadly conflicts over natural resources. Violence this week has put renewed pressure on him as opposition parties prepare for presidential elections next year.

"President Garcia is morally incapable," Ollanta Humala, the leader of the Nationalist Party, said in the lobby of Congress. Humala spooked financial markets when he nearly won the 2006 presidential race, but is trailing in third place in polls for the 2011 campaign.

A protest by wildcat gold miners upset about stricter environmental laws led to a clash with police that killed six people on Sunday. Human rights groups denounced the police for using guns to try to break a blockade that miners set on a section of the Panamerican Highway leading to Chile.

Peru related:

Have emailed a friend (comercial engineer) in Lima to explain the Peruvian universal health plan that got such a big reply in LBN few days ago.

Something smelly fishy to me and my friend may explain just exactly what it is all about.

Forum related: Just noted that things were lively today.

Think maybe the forum could use ...

4. Sounds like Venezuela in 2002
In 2002, the right wing was running around saying Chavez was unfit to be President after all those people got shot in downtown Caracas. Imagine, a left wing radical like Humala copying the right wing tactics of guys like Carmona.

but it has created some negative PR for Alan.

Went over to check out the Lima media:

One of the main accusations (which I don't see in the story) by Humala is that Garcia has "criminalized social protests" in Peru, leading to scores of civilian deaths at the hands of police and troops.

The APRA (Garcia's party) has denounced the motion to "vacate" Garcia from the presidency.

In a TV spot that I just watched, Garcia this evening joked, "They would be doing me a favor. That way I could run again in 2011,"

Garcia's term ends one year from this month.
