After Violence, Critics Say Peru's Alan Garcia Unfit To Lead

Peru's left-wing Nationalist Party presented a motion in Congress on Wednesday to have President Alan Garcia declared "morally unfit" to lead, but the move to force him to leave his post was likely to fail.
The motion, which is permitted under the constitution, would need to clear a procedural hurdle and would likely fall well short of the two-thirds majority needed to pass.
The term of Garcia, a pro-business centrist, has been marked by deadly conflicts over natural resources. Violence this week has put renewed pressure on him as opposition parties prepare for presidential elections next year.
"President Garcia is morally incapable," Ollanta Humala, the leader of the Nationalist Party, said in the lobby of Congress. Humala spooked financial markets when he nearly won the 2006 presidential race, but is trailing in third place in polls for the 2011 campaign.
A protest by wildcat gold miners upset about stricter environmental laws led to a clash with police that killed six people on Sunday. Human rights groups denounced the police for using guns to try to break a blockade that miners set on a section of the Panamerican Highway leading to Chile.
