Toronto Streetcar Deal's Second Chance

ONTARIO - TTC staff say they're ready to try to negotiate a $1.25 billion streetcar contract with three manufacturers, including Quebec-based Bombardier, Alstom Transportation Inc. of France and Siemens Canada Ltd.

Councillors on the Toronto Transit Commission will decide today whether to enter into what's called a multi-phase bid process with the three suppliers of low-floor streetcars.

The move means the TTC's lengthy and carefully monitored request for proposals process is officially dead after the only two bidders, Bombardier and British-based TRAM Power, were deemed last month not to meet Toronto's commercial and technical requirements.

The TTC could have reissued its request for proposals, said chief general manager Gary Webster.

It believes the specifications for the car, including a demand that 25 per cent of the contract be for Canadian parts and labour, are sound. Instead, he said, the new negotiation process will allow for more engagement with the manufacturers. .......(more)
