1. They wouldn't care
These people have no concept of the future, otherwise they wouldn't be feeding America's self-destructive oil gluttony like there's no tomorrow. They just want wealth and power today. Their children and grandchildren are shit on their shoes, along with the rest of humanity.

2. I prefer that the only people allowed to declare war are those eligble to fight it.
And a "Yes" vote doubles as your enlistment papers. Not voting puts you on deck if they need more people and a "No" vote places you in the third tier. Only for offensive wars, of course, if we were attacked, then the President can do what we now consider normal. Robert A Heinlein had this in a novel, I liked the concept. I believe that we would have fewer wars if chickenhawk A-holes like Bush couldn't declare war without putting their own necks on the line.

Why children have to pay for the mistakes of their forefathers?

Draft those who voted for war and those constituents who sent a mail to their congressfolk to support the declaration of war.
