I doubt you will need much space, or that you will get much traffic at first. I use https://www.nearlyfreespeech.net/ and I pay about 1$ per month. And I get PHP, Ruby, MySQL, and ect. It works great. Anything that is free is likely to put ads on your site.

Is there no way you can afford about 20 dollars up front and another 5 dollars per month for paid hosting? Godaddy will let your register a domain for a little over 9.00 and open a virtual hosting account for about ten dollars. The actual economy hosting is technically 3.99 per month but I think you have to make a two month committment.

Can you do that?
