Finding a pot of money

I'm just throwing this out here, but if Congress does not extend the unemployment benefits (as I believe they should), is there some creative way that Obama could find a pot of money already appropriated and just divert it to unemployment insurance?

This is what Bush did with the auto bailout after Congress voted that down. I know other presidents have used this tactic before.

You're a real commie aren't you for even suggesting reducing military spending (even if it doesn't provide a dime's worth of actual defense) and use that money to help human beings and stimulate our economy?
