12. Both of their votes were irrelevant. The resolution was going to pass anyway
Connie Morella used to pull this crap in Maryland all the time. As a Republican in a blue state, she had to appease the voters so she waited to make sure that her vote didn't matter and then voted to with the Dems. I am sure that the party leaders all approved of this just like they approve of Clinton and Obama's dog and pony show.
