Perhaps OK had the right idea, just didn't take it far enough ...
How about a Constitutional Amendment explicitly forbidding any bill submitted to Congress from containing language which justifies the legislation on the basis of ANY religious scripture or dogma?

This won't stop whirly-eyed fundie Congressbubbas from talking about it, but at least they can be cut off with "we can't put that language in the bill".
