HELENA, Mont. — Alarmed by evidence that gay and lesbian students are common victims of schoolyard bullies, many school districts are bolstering their antiharassment rules with early lessons in tolerance, explaining that some children have “two moms” or will grow up to love members of the same sex.

Candi Cushman, an educational analyst with Focus on the Family, a Christian group, said that early lessons about sexuality and gay parents reflected a political agenda, including legitimizing same-sex marriage. “We need to protect all children from bullying,” Ms. Cushman said. “But the advocacy groups are promoting homosexual lessons in the name of antibullying.”

4. The fact that Cushman works for FOF tells us what she probably thinks on a lot of things
She obviously doesn't like the 'homosexual agenda,' as people in those circles usually put it. All she really seems to be saying here is that those who are very interested in these incidents and are loudly condemning them are most likely people who support that agenda, meaning marriage equality, repealing DADT, and whatever else. I would imagine that's probably true, for the most part. I support said agenda myself, as does just about everybody here. It makes sense that people who would be most vociferous in condemning anti-gay bullying would be people who are also concerned about other types of discrimination that LGBT people face. I don't have a problem with her saying that at all, what I have a problem with is her organization's positions on those issues and their hostility toward homosexuality in general.
