Some religions legislate what other people can do, if for social order, with social agreement it makes sense.
But really most of it is control issues, or Nanny state thought.
Even the no alchol rules from back when they were written in the Islam tradition, was based on thoughts of social Nanny state topics. It was not about good or evil, but about something they considered added more harm to society, then any benifit or good that it adds in joy for people that can drink without issues of anger or harmful stupidity.
If you don't love the peasants that much, taking away their joys in life can make them more productive as a resource for work or war. Really there are some groups that would want people chained to a work station with no joy, since that would help the ruling class. (also why US has high prison population)
The laws of removals of joys is part of split in class system, and concepts of no empathy for many people.
Many laws that restrict choices in society are for a more productive, less unruly state for the benefit of whatever goals that state has, in Feudal states, and theocratic states that is usually production and easier control.
It goes directly against 'pursuit of happiness' and is why that was in the Constitution.
