Not whining: "Damn I wish Obama would have pushed harder for single payer, and used his mandate to get more definitively liberal SC justices confirmed. He should probably have also done a better job creating a more aggressive timeline for withdrawal from Iraq and Afghanistan and repealing DADT too. I'd also like to see a public works program around green technology and infrastructure to kickstart jobs, paid for by an upper income tax increase and targeted tariffs. Let's do what we can to increase momentum behind these."

Whining: "Obama's been in office twenty months and he's thrown everyone under the bus - he's an utter failure DLC sellout corporatist in thrall to the banksters. By now we should have 3% unemployment and a $20 minimum wage and have imprisoned every member of the Bush cabinet. There's no excuse for him not personally calling Petraeus at 12.05 last January 21st and demanding an immediate pullout begin by the end of the day and end by March. He should have issued executive orders voiding DADT and reinstating all discharged gays with full backpay by 1pm that same day, and created an entirely new public works administration by 3. Noam Chomsky and Dennis Kucinich should have been on the SCOTUS by now too. I'll never support such a sellout again because I am pure and a REAL Democrat and I don't care if Republicans win as long as no REAL Democrat votes for these DLC DINOs - it will just move the party left where all Americans want it to be and get elected in a landslide the next time around - because clearly everyone wants real left policies they are just never given them because the Blue Dogs control everything."



Closer you get to something like the latter, more likely you are to be whining.

If you only complain, then yes, you're a whiner. If you are actually doing something but you have complaints then, no, you're not a whiner.
