Feds beef up state oversight of health insurance

WASHINGTON - Health insurance premium
hikes will get a harder look in most parts of
the country, thanks to an infusion of federal
cash for state regulators.

Health and Human Services Secretary
Kathleen Sebelius on Monday announced $46
million in federal grants to help states
strengthen their oversight of health
insurance rate hikes.
It's the first installment
of $250 million for state regulators in the
new health care law.

Forty-five states and Washington, D.C., will
get money for a range of projects, including
drafting stronger laws, putting proposed rate
hikes through close scrutiny, and upgrading
their data systems.

1. I know one state New York has done this
passed give the power to rate review and upping the medical loss ratio requirements. There is little/no federal preemption in the ill so states can pass tougher law

Yesterday, New York Governor David Paterson signed into law legislation granting the state authority to review and approve health insurance premiums before they take effect, and increasing medical loss ratio percentages, with which insurers in the state must comply. New York is the first state to take such a bold step to help consumers and potentially block huge increases in health insurance rate premiums.
