What will help more with base turn-out in the fall?

The Obama Administration is worried about Novembers' progressive/base turn-out. The message seems to be,"...ask not what we have done for you, ask what the Republicans might do to you if elected." Fair, but we need to sweeten that message up a bit. What will help the Administration more with progressive/base turn-out this fall?
