Congress To Consider Ban On Paddling

A pair of Washington lawmakers is pushing for a ban on corporal punishment in the nation’s schools, citing a disproportionately high use of the practice among minorities and students with disabilities.

Rep. Carolyn McCarthy, D-N.Y., and Rep. Bobby Scott, D-Va., want an upcoming education reform bill to put an end to paddling. They say the practice leaves emotional scars and sends the wrong message by essentially teaching students to resort to violence to resolve problems. What’s more, the lawmakers point to statistics showing that physical discipline in schools is more commonly used with students from minority populations and those with disabilities.

While corporal punishment was abandoned long ago in many areas of the country, it persists largely in the South. In 2006, more than 223,000 kids were paddled at school, federal government statistics indicate. And the practice still garners support among some educators and members of the public who say that it can be an effective way to root out bad behavior, reports ABC News.

that assault was a federal issue as well as individual rights and protections.

13. because "locals" are sometimes ignorant racist
assholes who like to beat kids that they deem "different"....

Sorry, there needs to be a federal law about this since there are so many stupid people who like to abuse children.

20. Interesting.
My kid just finished kindergarten, so my experience is limited.

But the only parents I saw telling the teachers to spank their kids or rap their knuckles weren't white. The only teachers I saw that didn't cringe weren't white. And the only teachers I saw ripping kids K-3 a new one in public weren't white. It doesn't matter what I mean by "weren't white"; that's sufficient.


Given that, I should have profiled in the opposite direction from you. Still, there's not actually sufficient data, so it seems pointless.

You'd wonder how my dad and his 4 brothers survived getting whipped with a belt. Geeze ...I got spanked and now I am mentally damaged ....pffft ...bull shit!

18. I am a women...when I was in 6th grade..
my teacher lined us all up against the wall and began to issue "spats" to all the children
in the classroom.
Before it was to be my turn I walked out of the school and walked home.
Because my mother was a battered woman she told me never to allow myself
to be hit by anyone. I took her words to heart.
When the teacher called her on it the next day, my mother chewed him a new one and
he publicly apologized to each student.

No child should be hit.

Is there no local governance or common sense available any more?

This should be a thing for parents and their local school boards.

19. Why is this still legal anywhere?
If you "paddle" an adult without his or her consent, that's illegal. Why should the law be less protecting of children?

In states where this is legal, are parents giving the school personnel permission?
