5. Wall street speculates its a settlement favorable to GS

Stocks pared losses, as financials recovered ground after the passage of a sweeping financial overhaul bill and buoyed by speculation of a potential settlement between Goldman Sachs and the Securities and Exchange Commission.

Shares of Goldman Sachs climbed 4.43% after the SEC announced it intends to make a "significant announcement" at 4:45 p.m. EDT.

The SEC didn't say what it would announce, but Goldman Sachs and the agency have held talks about a possible settlement to simultaneously resolve the fraud lawsuit against Goldman and some of the agency's lower-profile probes of the Wall Street firm's mortgage department, according to The Wall Street Journal. A spokesman for Goldman Sachs declined to comment on speculation about a potential settlement or the firm's stock price.

"Everybody's assuming it'll be a settlement and that the terms will be favorable to Goldman," said Steve Sosnick, equity risk manager at Timber Hill LLC/ Interactive Brokers Group LLC.
