Following theoildrum.com, it looks like they did indeed shut the ram, kill and choke valves, and cut the flow...

For now...

This is a test, meaning they're gonna open those valves back up before long. And there's also the pressure issue - the pressure needs to be building to the correct level - if it's too high, the whole thing goes kablooie, and if it's too low, it went kablooie somewhere else and is probably leaking underground.
