Preying on the "Fearful and Naive"

I guess I do not really have the ask this question, but can someone tell me how Obama is preying on the "fearful and naive"? What exactly is he saying that is supposed to gain the attention of the "fearful and naive"? I guess there is a real chance that this latest billboard was targeted at the stupid and uninformed. Maybe the hope was that foolish people would see the billboard and not ask questions.

In my opinion it is the Republicans who are preying on the fearful and naive. They are the ones who are promoting doom and gloom. They are the ones who are now claiming that everything that is being done or considered will destroy the economy. They are the ones playing on the fears of people. They were the ones who have for months(some might say years) mislead people about multiple political issues.
