Local governments can't go to court in most cases to head off a strike by public employees and instead must convince a state labor board that a walkout would endanger the public, the state Supreme Court ruled Thursday.

The unanimous decision in a case from San Jose was a victory for labor unions, which would rather have the Public Employment Relations Board make the first call on whether a strike would be legal than allow a city or county to seek a last-minute court injunction.
