The Department of Justice will send monitors to observe the controversial Farmers Branch election on a measure that would ban apartments from renting to most illegal immigrants.

The observers will watch and record activities at the voting locations throughout the day on Saturday, with Civil Right Division attorneys coordinating the federal activities and maintaining contact with local election officials.

Specifically, they will be gathering information concerning compliance with the federal Voting Rights Act, which requires that all election information, ballots and voting-assistance information be available in Spanish as well as English.

The FBI is conducting what it calls a preliminary investigation into an act of vandalism against the home of Farmers Branch Mayor Bob Phelps this week.

FBI agents met with the mayor and his wife Thursday after someone threw a rock through a window of their home in the 12700 block of Epps Field late Tuesday or early Wednesday. Both Mr. Phelps and his wife, Dee, were home at the time.

"I wouldn't say we've initiated an investigation, because we're not sure there is a violation of federal law," said FBI Special Agent Lori Bailey. "We've got a public official whose home was assaulted. As far as anything that was going on with politics in Farmers Branch, we're not involved in that."

The mayor recently voiced his opposition to a controversial measure before voters Saturday that would ban the city's apartment complexes from renting to illegal immigrants.
