the new meaning of "open:"

"Florida Beaches Remain OPEN! Pensacola Beach is open but has been closed to swimming and wading until further notice."

That is a pretty big "but." The mall is open, but no sales are being made at this time. The car wash is open but no water is being provided. The restaurant is open, but no meals are being served.
