Unemployment benefits extension nixed for nearly 1 million

NEW YORK (CNNMoney.com) -- Nearly a million people have lost their unemployment benefits because the Senate failed for the third time Thursday to extend the deadline to file for this safety net.

Hoping to overcome deficit concerns, the Senate trimmed down the bill yet again on Wednesday night so that it would only increase the deficit by $33.3 billion over 10 years, instead of $55.1 billion. The main changes were to scale back additional Medicaid funding for the states and to reallocate some stimulus and Defense Department spending.

The legislation failed by a 57-41 vote.

The bill will now be pulled, according to two Democratic leadership aides. This leaves many groups in flux, including the jobless who have lost their safety net, companies who are waiting to learn what tax breaks are extended, and governors who were counting on the additional funds to balance their budgets.

The unemployment bill only costs a little over 3 billion for a year. A real budget buster some claimed! Yet, that much money is spent in a single day for the Department of War(Defense) and supplementary war appropriations! Plenty of money for war.

What makes this really bad is that 57 Senators voted for the unemployment benefits. That's enough to easily pass it. But, not by Senator Reid's count. That because Senator Reid permits Republicans to engage in a "procedural" filibuster.

What's that you might say. Well, a procedural filibuster permits Republican Senators to notify Senator Reid with a piece of paper that they are engaged in a filibuster against a specific bill without having to actually engage in a bona fide filibuster!

And Senator Reid, with the apparent approval of most Senate Democrats, also allows a "two-track" debate on the Senate floor.

It works like this. While the Republicans are engaged in a pretend Senate filibuster, Senators can debate and vote on other legislation on the Senate floor! Isn't that sweet .... and convenient for Republicans. Senator Reid can end his "two track"
rule along with phantom Republican filibuster if he chooses to.

And he along with other Democratic Senate leaders could make it clear to the media and general public that 60 votes are not required to pass legislation in the Senate. Instead, they perpetuate the myth that 60 votes are needed and that their hands are tied because they can't stop Republican filibusters that are allegedly tying up the Senate.

Stop the bull shit!

Reintroduce the bill and include COBRA health insurance help!

Pass the fricken unemployment compensation bill!

Dare the Republicans to filibuster on the Senate floor against it!

I'm tired of seeing Democrats acting like frightened helpless wimps because right-wing Republican deficit hawks are now demanding cuts in spending that helps working people and the elderly.

And I'm tired of that old song and dance act claiming Senator Reid and his fellow Democrats don't have the power to end this obstructionism. Some might even think that Senator Reid along with several other Democrats don't really want to end Republican obstructionism because these bogus "filibusters" provide a convenient excuse for inaction and political paralysis.

It's time to go after the opponents of help for the unemployed.

Dick Durbin: Let GOP filibuster

Senate Democrats may be ready to actually make Republicans carry out filibusters.

Basking in their political victory over Sen. Jim Bunning’s (R-Ky.) blockade of an extension of unemployment insurance, Democrats say that they may force Republicans to talk endlessly on the floor in the months leading up to November’s elections.

For months, House Democrats — and liberal activists — have implored Senate Democrats to let filibusters unfold over hours on the Senate floor, rather than try disposing of Senate business with cloture votes and unanimous consent requests.

Asked Thursday why Senate Democrats don’t force Republicans to carry out filibusters, Senate Majority Whip Dick Durbin (D-Ill.) said, “We may.”

“When we think the Republicans are being unreasonable — we’re going to consider our options under the rules of the Senate, I think there is a feeling after what we went through with Sen. Bunning’s blockage and unemployment benefits that we need to stand up more and make it clear what this obstruction costs,” Durbin said.

In the past, Democrats have hesitated to employ the tactic, fearing that it would serve only to bottle up the agenda further and create even worse perceptions of the Democratic-led Congress. Instead, when Republicans have threatened to filibuster, Democrats pull the legislation from the floor if they lack the 60 votes needed to overcome a filibuster.

Democrats May Force All-Night Session

Democrats are hoping to turn the procedural tables on Sen. Jim Bunning (R-Ky.) and use Senate rules to break his blockade against an extension of unemployment insurance, including possibly forcing a round-the-clock session.

Although no final decisions have been made, Democrats confirmed it is increasingly likely that Democrats will force Bunning into an actual filibuster of unemployment insurance extension Tuesday night by repeatedly offering up unanimous consent agreements to bring the bill to a vote.

Although Members often threaten actual filibusters, they rarely materialize. Instead, lawmakers tend to rely on “Cadillac filibusters,” essentially stalling procedures that can be used to block legislation without having to actually stay put on the Senate floor.

Democrats on Tuesday signaled they have the resolve to remain in session throughout the night to force Bunning to abandon his cause. The American people “want an end to these games. And I hope that today we’ll see the end. If we don’t, we’re going to have to have a long, long night ahead of us to make the point that it’s wrong for one Senator to stop our people, our American people, from getting the help they deserve,” Environment and Public Works Chairman Barbara Boxer (D-Calif.) said Tuesday.

Dems likely to force Bunning to stay on floor to filibuster

If Jim Bunning wants to continue his filibuster against the extension of emergency unemployment benefits, Senate Democrats increasingly likely to force him to stay on the floor -- all night, if necessary -- to carry it out.

According to Roll Call, Republicans are demanding Democrats hold three separate votes on so-called "pay-fors" in order to win Bunning's agreement on the unemployment benefits extension. Each "pay-for" take money from other programs to pay for the extension. Last week, Democrats agreed to one such vote, but today Majority Leader Reid rejected the Republican ransom, saying Democrats would honor their original deal, but that it was unacceptable to shift the goal posts just to score political points on the backs of unemployed American workers.

A side note: a few hours earlier today, Fox claimed that Bunning's filibuster had been resolved. Maybe that report was Fair & Balanced, but it wasn't right. But now that Democrats are making it clear that Bunning is going to have to actually stay on the floor round-the-clock to conduct his filibuster, hopefully we'll see some actual progress.

The only other option is called giving up, or surrender, which is apparently the course that Senator Reid and several other Democratic Senators favor or at least are willing to go along with. They didn't have to pull the unemployment bill. They could have kept it on the Senate agenda. But, they choose to give up and surrender to a Republican minority.

Senate Majority Leader Harry Reid (D-Nev.) said Thursday that Democrats are giving up on trying to break a Republican filibuster of a bill to reauthorize several expired domestic aid programs, including extended unemployment benefits.

"We're going to move to the small business jobs bill," said Reid when asked what would happen if the vote to move forward with the "tax extenders" bill fails, as it is expected to do on Thursday afternoon. "We can't pass it until we get some Republicans... It's up to them."

Because it was one of those "phantom" bogus Republican "filibusters".

If you read the posted comments and article you'll understand.

In fact, it's always a good idea to read posts before one decides to comment on them.

So assuming you've now read the original post, are you also "giving" up like Senator Reid and accepting Republican minority rule in the Senate?

I really hope not.

And let's not hear anymore lame excuses by Senator Reid and others used to justify their capitulation and surrender to Republicans.

Perhaps some Democrats believe they can use "pretend" filibusters to their advantage in the fall elections. Rather than force the Republicans to filibuster and thereby ensuring passage of extended unemployment benefits it might be better to give up and blame the whole thing on Republican filibusters .... the very thing they refused to fight!

How convenient.

Of course, Senator Reid along with most Democratic and all Republican politicians in Congress will continue to approve by lop sided margins hundreds of billions of dollars for wars and the Pentagon.

That's not what I mean. When has anyone been able to force a Senator to stand up and talk from their Senate chamber desk? That's never happened. That never happened during the "Smith like" Senate filibusters of years ago. Senators choose to talk.

So Senate Republicans can either stand around like silent dumb shits, read from the dictionary or rant against unemployed people when they decide to filibuster. It's up to them. But no matter what they decide, the Republicans would have to bring the Senate to a standstill which is what forcing a filibuster is really all about.

Republicans would no longer be allowed to simply pass Senator Reid a note proclaiming they are engaged in a "phantom" procedural filibuster and flee the Senate floor while the Senate conducts other business under Reid's "two-track" rule.

They don't do it physically any more. So quit claiming that is an option that the Ds have and refuse to use.

The Ds would have to remain on the floor all night, to keep the quorum, so only one R would have to stay and talk even if it did occur.

So the Republicans conduct a seance to communicate their intentions with the ghost of Senator Reid, have their spirits debate on the Senate floor for them or do they simply hand Senator Reid a slip of paper claiming they are filibustering as they flee the Senate floor. Senator Reid has the power to force Republicans to filibuster.

Period.

Read the Senate rules.

You seem to be unfamiliar with Senate procedures.

Read what Senator Durbin and other authorities have to say on the subject of "phantom" Republican filibusters.

You might even want to read the opening post!

It's always a good idea to actually read a post before commenting on it.

There were THREE failed procedural votes - in between which the Democrats made extensive changes to try to get the needed TWO Republican votes. (If they had them, they could get Byrd, who didn't vote).

The Democratic leadership did not "pull this" before the kind hearted Republicans could vote for it. But, I am NOT surprised at your selection of articles to post.

is a far better and more accurate way to frame it. Blame the Republicans - not the Democrats. Only Ben Nelson deserted us on this.

What you don't seem to get is that the reason the Senate moved to the procedural filibuster is that the way you proposes shut down the Senate completely. Now, you think this would hurt the Republicans - but what party actually wants to pass legislation? We are on the verge of passing the most major financial reform since the depression. We want to confirm Kagan. We want to work on a climate change/energy bill. None of that could happen with a "real" filibuster going on. You also act as if it is difficult - there are 41 Republicans splitting the time among all of them is trivial. (In the old days, it was often a handful of Senators - which made it hard on each.)

I fully believe that Reid will bring this back - even if in pieces (as one of your articles says) and likely as amendments to a bill that has to pass. The next one will likely be the defense appropriation bill. (The financial bill has pretty fragile support and it is already out of conference - so it won't be that.)

Now do you really believe the Republicans will shut down the Senate for weeks or months on this issue?

That idea sounds to me more like a pretty lame "talking point" that might be used by some Senate Democrats who want to maintain their bi-partisan relationship and collaboration with their "friends on the other side of the aisle".

Well, let's have Senator Reid test that theory, just once, and demonstrate a bit of boldness and energy against our enemies that would be new for him.

If the Republicans regain control of the Senate and the White House in 2012 they won't be nearly so accommodating to Democrats by permitting endless "phantom" filibusters against legislation/appointments Republicans want.

And anyone who thinks so greatly underestimates their willingness to fight Democrats.

They play hardball.

We shouldn't forget their eagerness to use the "constitutional option" to prevent any kind of Democratic filibuster against Bush's right-wing Supreme Court picks in 2005. Senate Democratic leaders folded. They voluntarily gave up their right to engage in even a "procedural" filibuster! Bush's got his two reactionary Supreme Court picks passed by the Senate in an up and down vote.

Why does it always seem to be Democrats who fold in the face of Republican threats?

Make the Republicans fold for a change by forcing them to filibuster.

Let's see what happens when this tactic is used. The outcome certainly can't be any worse than the "give up" and surrender to Republican obstructionism strategy of Senator Reid.

It seems that far too many Democrats would rather let the Republicans continue their obstruction of the Senate than use their majority power to run the Senate

Oh .... are you aware of the fact that Republicans are a small minority in the Senate and the Democratic Senators are the ones who make the Senate rules?

When the Republicans have a majority in the Senate they run it. Any serious doubts about that? So, is it way out in "left field" to believe that when the Democrats have a majority in the Senate they can and should run it?

You also ignore that we have passed virtually everything that we have worked on. This is the first that we have failed at - and I don't think it is really over. Were there somethings the Republicans did not get? Try privatizing social security and drilling in ANWR for two - off the top of my head,

New offshore oil drilling was approved by President Obama just a few weeks before the BP oil gusher. The oil tycoons wanted that more than ANWR.

President Obama has appointed a conservative corporate loaded deficit commission that will present proposals on how to cut Social Security, Medicare and Medicaid benefits and possibly increase working peoples taxes with schemes such as a "value added tax" or some other form of national sales tax.

Is that OK with you?

even though they're both terrific. I'll ask them to encourage Harry Reid to force a filibuster ....get rid of his "two-track" debate so all Senate business comes to a screeching halt....and then make sure the entire country knows the repukes are digging in their heels to make sure the unemployed are without any benefits!!!

All we hear is excuses for inaction and paralysis, one after another no matter who the majority is in Congress.

1. 2004 We can't do much because the Republicans have a majority in the Senate.

2. 2005 We can't do much because the Republicans threaten to use the "nuclear option" to stop Democratic procedural filibusters.

3. 2007 We can't do much because we only have a one vote majority in the Senate.

4. 2008 We can't do much because President Bush will veto any legislation we might pass.

5. 2009 We can't do much without some Republican support because we only have 58 Democrats in the Senate and Republicans threaten to filibuster.

6. 2010 We can't do much because if we force the Republicans to engage in a real filibuster because the people will blame Democrats for shutting down the Senate.

7. 2013 (Assuming A Republican President and Congress) We can't filibuster against terrible Republican legislation because the people will blame Democrats for shutting down the Senate.

You can recycle #'s 1 -7 for the next few decades unless the people get tired of old lame excuses.

WHY don't they just call the GOP's bluff? Force an actual, cots on the floor filibuster. Make them stand there for days on days if necessary, pontificating about what a good idea it is to deny people out of jobs through their legislative negligence (at best) unemployment assistance.

The GOP has been pulling the same football out from under us since Obama took office. One of these days, we just have to say "enough". And then act on it, which seems to be the harder thing.

These extensions are temporary. Each one adds a one-time, $X dollars bill to this year's deficit. It would not add a single penny to future year's budgets except for the interest on that extra debt.

Let's say average unemployment is $1000 a month. Pretty sure it is a lot lower than that. But I want to highball this to give you a shot at making this work for your outrage.

So 1 million people multiplied by $1000 is a cool $1B. The bill the conservatives just killed would have added $3B a year to the deficit. So if this bill was solely for the extension of unemployment, that means the government would be paying 3x as much interest per year for 10 years as we got in the original loan.

I don't feel like doing the math, but we have to be in the 1000+% range for interest here. If so, then we need to be buying us some T-bills ASAP!!!!


We attached the extension to some additional stimulus spending knowing we could frame -- yes, we can frame things too -- the Republicans "no" votes as a vote against extending unemployment benefits.


As a Democrat, I am not going to go out of my way to point out to people that the framing is complete bullshit.

As an honest human being, I am not going to disagree with anyone who points out the fact that the framing is complete bullshit.

As a thinking person, I am going to assume that, after the Democrats let the pundits bash Republicans with this framing through the Sunday morning talk shows, we will pass the extension next week as a separate bill. Unless that bashing shakes loose some Cons to pass the stimulus bill. But I highly doubt that will happen.

That's more honest, factual and would present the story from a liberal/progressive point of view.

If you don't agree, may I suggest you read the opening post for the hard facts. Senator Reid pulled the unemployment bill rather than use his powers to force an actual Republican filibuster. Now you're not challenging that clear undeniable fact, are you?

It really doesn't matter if the Repubs "blocked" the extension, or the Dems "capitulated" on the issue. The upshot is that 1.2 million folks have been denied their unemployment extension in one of the worst job markets since the 30's, and ANY other delay will make the problem exponentially worse! The political blame-game I see thrown around here is just another distraction that takes our eyes off the ball and allows us the stupid luxury of ideological posturing and factionalizing.

How about this, why don't we ditch the political rhetoric and focus on the REAL folks who are hurting?
