A guy like Steve King is in a district with an R+9 PVI thinks that because of the Cook PVI of his district, that he can do whatever he wants and still get elected. He thinks he is above everyone else and is too arrogant to even debate the opposition. He is basically saying to his constituents "I dare you to try to vote against me."
