On Tuesday, Actor Kevin Costner was a guest on Larry King Live, talking with King about the Gulf oil spill and his dealings with BP, who contracted 32 oil spill cleanup machines from Costner's business.

Costner told King that the machine makes it possible to tackle the Gulf oil spill without dispersants or chemicals. When King asked Costner if "he was scientifically knowledgeable," Costner replied, "No. I've always been a bit of a dreamer. I'm a total 'what if?' guy. And I really enjoy being in a room with really smart people." He then goes on to describe how 20 of the machines they designed would have cleaned up the Exxon Valdez oil spill in 5 days.

But they won't be ready until August or thereabouts.

5. There's a regulatory way to insure this happens
Give an oil company credit on the assessed fine for every barrel of oil recovered. This would incent the companies to utilize technology like Costner has developed and would result in them doing everything they cna to recover as much oil as the can simply from an economic standpoint. This would further incent them to not disperse the oil (as that will be fined) or burn off the oil (as that oil would still be subject to a fine).

7. They already get a credit for each barrel recovered
They get to sell it on the open market and use that money to pay for their negligence.
